build: modernize project configuration for .NET 10

Browse source 
- Update TargetFramework to 10.0.19041.0 for ReactiveUI.WPF compatibility
- Suppress NETSDK1206 (legacy SQLite RIDs)
- Migrate High DPI settings from app.manifest to project properties (WFO0003)
